Dear readers!

The next issue of e-bulletin of IISEPS Center for Documentation is represented to your attention. Waiting for a real winter without any contract with "Gazprom" for delivery of gas to our country hundred thousand of Belarusians ask the question - how much we would pay for heating of apartments and hot water. Authority has not given the direct answer yet. But some their actions allow to notice the certain tendency. Implementation of the projects will concern almost every Belarusian. So, in our opinion, the main event of November was the promulgation of plans, using official quotation, of "ordering of social privileges of population". Because the implementation of this project is through statutory acts and their projects, so we for the first time united two sections, "Theme of the month" and "Document of the month".
What is the reason of such steps of the authorities which often emphasize social goals of the Belarusian state? Is it a timid beginning of liberal reforms in economy or is it occasional actions aiming to fill the budget? What will be the consequences for authorities and ordinary inhabitants of implementation of the plans? Read about it in comments of economist L. "Person of the month" in November was, undoubtedly, A. Kozulin. What is the real reasons for resignation of the leading high school rector? Does A.
