Introduction:

Dear readers!

On October 14, the newspaper "Sovetskaya Belorussia" mentioned that the third conference of the Belarusian public association "Belaya Rus" was postponed from October 28 to November. The last month of fall went by. It is December already, but a political party, a "cozy" one, one needed so much for the society, one where everyone would find their place, still didn't appear out of nowhere. And that's despite the information declared by the leader of "Belaya Rus" Alexander Radkov: "Our representation in all spheres of society allows our association to maintain a deep connection with people, feel the changes and acute social problems. Our association carries out constant work to comprehend trends progressing in the country, trajectories of development of our, and the role of "Belaya Rus" in it."
In other words, the work to comprehend is being out, but there is no call for it from the lord of the Palace of Independence.
In our November forecast we mentioned the possibility that this public association could be transformed into a party, justifying this by two purely politological arguments, but Alexander Lukashenko preferred not to change tracks. As a result, a legal concern regarding legitimacy of organization's leadership, elected during the previous conference five years ago, materialized of of thin air.
According to article 31.1 of the organization's charter, republican public association "Belaya Rus" summons a conference on an as-needed basis, but at least once in 5 years. The second conference was held on November 3, 2012. During that conference, representatives elected Republican Council of Organization, which is its governing body, and the central control-and-auditing commission. At the same time the charter defines that the term of appointment of these two bodies is five years (articles 32.1 and 35.1). But we remember the topicality of the principle formulated by Benito Mussolini: "For me friends, everything; for my enemies, the law", so we don't expect any repressions from the Ministry of Justice.
Easter Partnership Summit was held in Brussels, but, as we expected it, Alexander Lukashenko didn't participate in it. Nothing surprising about it. All that the "Belarusian model" can get from EU to support its longevity, it gets without high-level contacts. And the head of Belarusian state never wanted to feel left behind the feast of European life.
